Yes, the license for the premises of New York restricting the transport of firearms outside the district 5 New York City. However, an authorization card of the game would alleviate this restriction and allow transport in upstate New York, of course, under locked and unloaded condition. If you read carefully, you will see that it will take a lot of paperwork to go to the range. If you can get a license destination along with the licensed premises, you can take to the range at any time.
